DELMAR, N.Y. — The Town of Bethlehem has taken the unusual step of issuing an Emergency Order to Vacate the privately owned Albany Center for Independent Living after inspectors identified serious building safety concerns.

According to town officials, Bethlehem's Building Division found violations that posed an immediate safety concern for residents, employees and visitors. Problems identified included structural, electrical and elevator issues, along with mold infestation.

While New York State oversees the operation and regulation of assisted living facilities, the Town of Bethlehem has jurisdiction over building and code safety. After identifying the conditions, town officials contacted the New York State Department of Health and moved forward with the emergency closure.

🏠 45 RESIDENTS NOW NEED NEW HOUSING

The New York State Department of Health is coordinating the relocation of all 45 current residents, with several Town of Bethlehem departments assisting.

Bethlehem Police, Senior Services and other town personnel are helping residents through what is undoubtedly a difficult transition.

❤️ COMMUNITY STEPS UP

One particularly encouraging part of this difficult situation: the Delmar Progress Club donated suitcases for every resident to help them pack and move their belongings.

It's a small gesture that can make a meaningful difference when dozens of people are suddenly required to leave the place they've been calling home.

⚖️ LEGAL ACTION UNDERWAY

According to the town, legal action is also being pursued against the New Jersey-based owners of the Albany Center for Independent Living in connection with the conditions at the facility and efforts to protect its residents.

The response involves cooperation among the Bethlehem Building Division, Senior Services Department, Bethlehem Police Department and New York State Department of Health.

The immediate focus remains on making sure all 45 residents are safely relocated and supported during the transition.

The Village of Voorheesville is continuing its fight with Norfolk Southern over the railroad’s growing East Edge freight service and concerns about how longer, heavier trains could affect local road crossings, public safety and quality of life.

At the center of the dispute is a 2021 settlement agreement between the village and Norfolk Southern that was intended to reduce potential impacts on residents as the railroad expanded freight service through the area.

Since the East Edge service began in January, Voorheesville says freight traffic through the village has increased significantly.

The new route allows Norfolk Southern trains traveling between the Midwest and Boston to use CSX tracks and avoid the Hoosac Tunnel in western Massachusetts, helping reduce travel times. But because CSX does not allow Norfolk Southern trains to stop on its tracks, the railroad built a crew-changing station off School Street in Voorheesville.

That project has become a major point of contention.

🏫 WHY THE VILLAGE IS CONCERNED

Voorheesville officials argue that if very long trains were stopped during crew changes, they could block local crossings near Voorheesville Elementary School and nearby businesses, potentially creating problems for:

🚑 Emergency response
🚒 Fire and ambulance access
🚌 School transportation
🚗 Local traffic
🏭 Access to area businesses

The village has asked the federal Surface Transportation Board to investigate whether Norfolk Southern is complying with the earlier agreement.

Norfolk Southern has asked federal regulators to dismiss the village’s complaint.

🚆 WHAT NORFOLK SOUTHERN SAYS

The railroad maintains that its current trains are generally much shorter than the maximum lengths contemplated for the East Edge service.

According to Norfolk Southern’s filing, trains are expected to remain around 3,000 to 4,000 feet long for the foreseeable future, which the company says would allow crew changes without blocking village streets.

The railroad also says moving trains would temporarily block crossings as they pass through, but that those interruptions would generally last only several minutes and occur roughly twice per day.

Voorheesville officials remain concerned about what could happen if East Edge traffic grows and trains eventually approach the railroad’s longer-term goal of approximately 9,000 feet.

While this dispute is centered in Voorheesville, it has relevance across the Bethlehem–New Scotland area.

Many Bethlehem residents travel regularly through Voorheesville, and freight rail infrastructure throughout our region connects communities including Selkirk, New Scotland and Albany County.

Questions about longer freight trains, blocked crossings and emergency access are not simply transportation issues — they can become public safety and community planning issues, especially when rail corridors run through established neighborhoods.

The case also highlights a larger challenge faced by municipalities across the country: local governments have limited authority over federally regulated railroads, even when residents raise concerns about traffic and safety.

⚖️ The Surface Transportation Board case remains pending, and no new decision has yet been announced.

What a great community event! Plenty of smiling faces filled the grounds outside Bethlehem Town Hall Thursday evening as neighbors gathered for an Ice Cream Social at the beautiful Beneficial Pollinator Garden. 🍦🌻

Hosted by the Town of Bethlehem, Bethlehem Garden Club and Albany Master Gardeners, the evening offered much more than a free scoop of ice cream!

🍨 Families and neighbors enjoyed ice cream while catching up and socializing.

🌺 Garden enthusiasts explored the pollinator garden and learned about native flowers and plants they can add to their own yards.

🐝 Local gardening experts shared information about creating landscapes that support bees, butterflies and other important pollinators.

🌱 Native flowers were available for purchase, giving residents an opportunity to take some pollinator-friendly inspiration home with them.

There was another interesting community project on display as well. Representatives from BeECO — Bethlehem Environmental Commons, an Agricultural Center & Community Farm shared information about their future plans for the area surrounding the Heath Barn. 🚜🌾

Events like this show how something as simple as ice cream, flowers and a beautiful community garden can bring neighbors together while introducing people to local organizations and projects happening right here in Bethlehem. ❤️

🎶 The event will feature the Linda Brown Jazz Project, with the live performance scheduled from 1:00–2:00 PM under the YMCA’s covered outdoor pavilion.

🍦 Come early for the Ice Cream Social, meet members of Bethlehem Neighbors and learn more about the volunteers helping local residents remain independent, active and connected while aging in place.

P — Parentheses
E — Exponents
M/D — Multiplication & Division
A/S — Addition & Subtraction

We have 7 × 4 = 28

So the problem becomes:

8 + 28 − 5

8 + 28 = 36

Then:

36 − 5 = 31

It can be tempting to simply work from left to right:

8 + 7 = 15
15 × 4 = 60
60 − 5 = 55 ❌
